  • A new commitment to projects produced or led by UK producers. This includes the support of UK-based producers, even if the film is led by international producers.
  • Transparency as to how development and production decisions are made.
  • Public consultations with the UK’s independent production community.

“Public service broadcasters exist to serve and strengthen the UK creative sector, and their obligations must start with British producers, whether the story is ingrained at home or international.

“In most countries around the world, if they need support from the PSB, they pass national producers. This is a basic policy. We ask the UK PSB to apply the same principles.”

Film4 Director Ollie Madden responded to the letter. “We are very sympathetic to the pressures facing independent British producers, which is a very challenging climate for independent British films,” Madden said. The development of British film-based talents is our key priorities and is deeply embedded in the tolerance of public service. Our commitment to supporting the most distinctive filmmaking voices working in the UK (new and established) works in partnership with maintaining a sustainable, independent production economy.

Over the past five years, Film4 has supported 47 British films. Of these, 22 were debut features. It won seven more British films by British filmmakers assigned to production this year. Film 4 spends most of its annual budget on talent development. The 2025 festival so far.

BBC Film Director Eva Yates also commented. “Creating unique opportunities for British filmmakers to launch their careers and grow the scale and ambitions of their work is at the heart of BBC film’s priorities as a public service broadcaster,” Yates said. “In the last five years, BBC films have supported 65 productions, of which 63 have been made by UK producers or co-producers, representing 96.7% of our overall functional production activities over that period. We have supported 37 short films from British filmmakers since 2020 to support our early careers.

Letter to BBC Film, Film4

Dear BBC Film and Film4,

As an independent UK-based producer, we write to express our collective concerns about the recent funding decision that appears to be at odds with the responsibility of the Public Services Broadcasting Station (PSB) for the UK’s independent film sector.

As reported, it caught our attention Daily screen screen (“Do BBC Film and Film4 Support Cannes Competition Films Without British Directors and Producers, respectively?”, April 29, 2025) Both Film4 and BBC films provide financial support for two Cannes competition projects – The history of sound and Sentimental value – Developed without UK Director, producer, or important UK production involvement. These decisions are particularly troubling given the very limited financial resources available in UK independent films (£11 million for BBC films, £22.5 million per year), and the increasingly unstable state of the independent sector.

While recognizing and cherishing the contributions of international talent and celebrating the global nature of storytelling, PSB, tasked with supporting the UK’s creative industry in particular, believes that investments in UK-based producers and creative talent must be prioritized. Even if European PSB broadcasters have a budget that wars the modest amount available to support British filmmakers (Arte France’s overall budget is 140 million euros per year, while Rai Cinema’s budget is around 78 million euros per year, which cannot support 50-70 films. The director has a much larger resource. These organizations maintain clear protection against their involvement in the nation’s production, and we seek the same respect and protection of our sector at home.

Independent producers struggle to survive in the face of declining budgets, rising costs and reduced funding opportunities, and believe that their ambition to secure strong work for their UK audiences should not come at the expense of fostering, maintaining and building an independent UK production community. BBC Film and Film4 spokespersons defend these decisions by referring to the commercial potential of films and the strategic defining of broadcasting rights for free broadcasts, but believes this approach undermines the cultural and developmental authority that public funds are intended to support.

The lack of involvement of independent UK producers is not limited to completed films. We know that we develop directly with writers, including writers based in Europe and the US, without the involvement of British producers in the early stages. This practice further bypasses the role of an independent producer and the very communities you are required to support. It also puts UK producers at an even greater disadvantage.

Finally, the lack of direct response Daily screen Films directed by BBC Film and Film4 are also of concern. Independent producers are expected to operate with transparency and accountability, and the same standards are expected in return. Public dialogue must form an important bridge between the foundations of public service media and the future of the filmmaking community. Thank you Monatubbara Daily screen screen We have been trying to raise them for a long time to bring attention to the subject.

When the UK’s independent sector is under unprecedented pressure, we ask:

A new commitment to fund UK producer-developed and led projects.

Transparency in development and financing decisions.

Public consultations with the UK independent film community that you require to support.

We invite BBC Film and Film4 to demonstrate the future of British film and its commitment to British filmmakers who rely on your support and public responsibility.

I look forward to the thoughtful response.

Sincerely,
