The federal appeals court determined on August 13 that the Trump administration could cut billions of dollars in foreign aid funds previously approved by Congress.

A panel of three judges in the District of Columbia Circuit Court of Appeals has been overturned by a ruling by a federal district judge who detained President Donald Trump.
