The US film industry appeared at Tenterhook on Sunday evening after President Donald Trump said he had directed the US Department of Commerce and US trade representatives to implement 100% tariffs on all films that come to countries that are produced “in foreign countries.”
Posting to the Truth Society, Trump said the US film industry “lost a very fast death” because filmmakers and studios were being seduced overseas by incentives. He approved in an All-Caps statement, “We want a film made in America!”

US studios, streamers and independent productions have been filmed for years in Canada, Eastern Europe, the UK, Australia and other regions to avoid high costs in places like Los Angeles, and benefit from attractive incentives, cost reductions and an international crew of experts.
There are many unknowns on Sunday evenings, when studio sources have not commented.
Trump was not on television in his post. He suspended the implementation of a surge in tariffs on imports from around the world, except in China. Films are essentially digital goods, and the world trade organization’s moratorium prevents the country from imposing tariffs on digital goods.
It was unclear exactly when and how the film’s tariffs would be effective, and whether to include post-production services. Until now, Trump’s tariff proposals have not been extended to services. Sources said the issue is complicated and will likely take some time for it to work. The White House incumbent is notoriously voluntary and unstable, and there remains the possibility that he will return some of the declarations and try to mitigate the runaway work in another way.
No one could tell whether the proposed tariffs would affect American films shot in full or partially abroad, and how the tariffs would be calculated. California Incentives
The impact of the 2023 Hollywood strike has led filmmakers, studios and independents to shoot in other countries, making US productions around the world focused on the last year or so.
California Gov. Gavin Newsom has pushed over two or more bills with annual allocations of California’s Film & Television Tax Credit Programs of $330 million to $750 million, passing the state legislature to increase scope and rebate levels.
With support within the industry, efforts are underway to introduce federal production incentives that are exposed to emotional subjects such as economic development and job creation.
This issue would seem to lie in the lockstep of Trump’s policy of creating jobs in America. Ironically, the lawmakers leading the charges of federal production efforts are not Trump’s favorites after California Sen. Adam Schiff was nominated as lead manager for Trump’s first bounce each in 2019.
It was unclear how Trump’s so-called special ambassadors to Hollywood, Mel Gibson, Sylvester Stallone and John Voight, all of this, appeared in all of this.
Voight is said to be working on a plan, but details have not been revealed. In addition to their long relationship with the studio, Gibson and Stallone are also independent stubborns who directed, starred and produced expensive films built within independent spaces.

We want a film made in America again!
