WASHINGTON—As Friday’s deadline for federal funding approaches, Senate Republicans are asking Democrats to clarify their expectations for funding the Department of Homeland Security (DHS) in order to find a compromise.

The atmosphere on Capitol Hill on Tuesday was one of uncertainty as Democrats banded together to oppose funding for DHS unless there is significant reform, but Democrats have not put forth a unified proposal for what those reforms would look like.
