California education officials have rejected an end policy that allows transgender-identifying students to participate in school sports that match their gender identity, and have rejected pressure from the U.S. Department of Education’s Office of Civil Rights (OCR).

In a letter dated July 7, the California Department of Education (CDE) told the OCR that it “pays tribute to the analysis of the OCR” and would not sign a proposal for a resolution agreement that includes student participation in the athletics. A letter signed by legal counsel Len Garfinkel came in response to a letter of discovery from the OCR on June 25th.
