The Trump administration told a federal appeals court on Nov. 3 that it wants to drop its appeal of a ruling blocking the deployment of the National Guard to respond to violence at a federal immigration facility in Portland, Oregon.

The president can take over or federalize the National Guard on an emergency basis in certain circumstances.
