Pipeline operators hope Congress will amend federal law to eliminate “loopholes.”

Currently, under U.S. Code Section 60123(b) of Title 49, a conviction for intentionally or negligently damaging and destroying a pipeline will qualify for a sentence of 15, 5 years, and a fine of up to $25,000.
