Senator Elizabeth McDonough ruled over the weekend that several key provisions, such as those relating to immigration, did not meet the Senate settlement rules and could not be included in the GOP’s one big beautiful bill law to enact a legislative agenda item signed by President Donald Trump.
The measures must match what is called the “bird rule.” Named after the late Senator Robert Byrd (dw.va.), the rule states that the settlement bill must be related to federal budgets, government revenues and government bonds.
