Sen. Ted Cruz (R-Texas) debuted the bill on July 29, not only did it change the way the Pentagon uses helicopters around busy airports, but it also prevented the Army from releasing inert technology to Black Hawk helicopters that were not involved in the deadly airborne collisions in January.

Cruise announced the new law at a press conference one day before the 1st fact-finding hearing of the three-day National Road Safety Board (NTSB) fact-finding hearing between Ronald Reagan and the Army Black Hawk helicopter on the Potomac River near the Washington National Airport on January 29th.
