According to the IESE Cities in Motion (CIMI) index, London, Paris, Berlin, Copenhagen and Oslo are five European cities in the top 10 most dynamic and livable cities in the world.

The 2025 CIMI rankings assessed 183 cities in 92 countries based on nine key criteria: human capital, social cohesion, economics, governance, environment, mobility and transportation, urban planning, international profile and technology.

For the third year in a row, London has stood out in areas such as human capital, governance, urban planning and international profile, continuing to lead regional and global positions in rankings.

The UK capital stands out for its internationally renowned universities and its rich array of powerful public transport to sustainable mobility, including shared bikes and e-suckers, strong public transport, strong commitment, rich cultural institutions, and rich cultural institutions.

However, it faces challenges in terms of social cohesion and the environment.

Edinburgh and Glasgow are superior to London in their commitment to cultural and social inclusion.

Meanwhile, Paris remains second in Western Europe and third in the global rankings, earning the highest scores for its international influence, strong human capital and effective urban planning.

Berlin holds the position held in the previous edition. It is the third in Western Europe and the fifth in the world.

German capital is recognized for its governance and technology, but there is important room for improving economic performance.

European cities work consistently well at this index.

“There is no single reason behind European success, but there is a pattern,” said Pascual Berrone, head of strategic management at IESE Business School, and Joan Enric Ricart, professor of strategic management at IESE Business School.
