White House Considers ‘Pocket Rescissions’ to Sidestep Congress: What to Know

President Donald Trump’s administration is considering a move called “the pocket withdrawal,” which could effectively withdraw federal funds and ease Congressional approval, Executive and Budget Director Russ Vault said on Sunday.

The strategy occurs during the 45 days of September 30, the end of the fiscal year, when the president submits a withdrawal proposal that requires Congress to request that the water storage management law be cancelled (a previously allocated funds).
